The
Argyll & Bute Area Waste Plan
Spring
2003 saw the launch of the Argyll & Bute Area Waste Plan. The plan
currently focuses on household waste but will eventually consider all
waste streams in Argyll and Bute over a twenty-year period. The plan
highlights the role of composting and recycling in the short to medium
term and a reduction in the dependence of landfilling waste over the
longer term.
This
Plan recommends a two-stage process:
Argyll
& Bute Best Practicable Environmental Option Stage 1: 2002-2010
-
Large-scale
composting of mixed residual waste (which has undergone some
separation to remove recyclable materials and non-biodegradable
wastes) to produce a material suitable for landfill restoration
purposes.

Small
scale composting of segregated "green" waste.

Increasing
the proportion of waste segregated at source to increase recycling
volumes.
Target
1: Divert at least 27% of waste away from landfill by 2005; and
Target
2: Divert at least 50% of waste away from landfill by 2010.
Argyll
& Bute Best Practicable Environmental Option Stage 2: 2011-2020

As
Stage 1 but with energy recovery, either gasification or pyrolysis,
of specific wastes to produce heat and power. Given the relatively
small quantity of suitable waste that could be dealt with in this
way and current technology, it is unlikely that such an energy
recovery plant would be economic in Argyll & Bute itself.
Linking into developments taking place in other waste strategy areas
would, therefore, be the likely way forward.
Targets
for 2011 onwards will be set in the light of performance to 2010.
